10:45 a.m. Opportunities analysis and alignment; Opportunities initiatives prioritization and alignment OUTPUT: a revised and ranked list of External Opportunities available to the City and the associated strategic initiatives to take advantage of them.

12:00 p.m. Lunch

1:00 p.m. External threats analysis and alignment; External threats initiatives prioritization and alignment OUTPUT: a revised and ranked list of External Threats facing the City and the associated strategic initiatives to address them.

2:45 p.m. ‘Other’ initiatives; Identify and rank programs/services to keep, add and drop OUTPUT: a revised and ranked list of City programs and services to consider for ‘keeping’, ‘dropping’ and ‘adding’.
