By show of hands, Council agreed to alter the order of the Agenda and deal with Item 3 (Market Square Renewal Advisory Panel Report) at this time.

Report dated May 17, 2012 was received from the General Manager of Growth & Development regarding Market Square Renewal Advisory Panel Report.

 

Market Square Renewal Advisory Panel Report dated May 29, 2012 was distributed to Committee Members under separate cover.

 

Darren Stinson, Chair, Market Square Renewal Advisory Pane, and Wendy Watson, Vice-Chair, Market Square Renewal Advisory Panel, made an electronic presentation regarding the Market Square Renewal Advisory Panel Report.

  They provided detailed information on the Panel’s findings and recommendations.

 

The following motion was presented:

 

Caldarelli/Kilgour: THAT the City of Greater Sudbury:

 

1.    Receive the report dated May 29, 2012 from the Market Square Renewal Advisory Panel; and,

 

2.    Direct staff to develop an implementation plan including a financial plan for both development and operations of the Market Square.

 

Amendment

 

The following amendment to the motion was presented:

 

Kilgour/Caldarelli:  THAT the main motion be amended by adding the following:

 

AND THAT Council of the City of Greater Sudbury thank the members of the Advisory Panel for their efforts;

 

AND THAT, given the uncertainty of the successful acquisition of the CP Rail Station property in a timely manner or at an acceptable price, staff be directed to develop contingency plans both to accommodate Market Square at an alternate location for the 2013 season and to accommodate Market Square permanently at a suitable location within the Downtown area.

Recommendation

THAT the City of Greater Sudbury:

1. Receive the report dated May 29, 2012 from the Market Square Renewal Advisory Panel; and,

2. Direct staff to develop an implementation plan including a financial plan for both development and operations of the Market Square.

Finance Implications

The City has $3.3M set aside for the Market Square. Staff will be attempting to secure additional funding from senior levels of government to provide for the entire project.
