(This report informs Council, as sole shareholder of the Greater Sudbury Housing Corporation (GSHC), of certain immediate changes to the Shareholder Declaration of the GSHC required as a result of Council’s approval to transfer the administration of the GSHC to the City passed on September 25, 2018. Such changes at this time include increasing the size of the GSHC’s Board of Directors to thirteen (13) members, and that the Board be automatically composed of all of sitting members of Council from time to time, including the Mayor.)

MOTIONS

M-1. Water Access Only Properties on Ella Lake and Wabageshik Lake
As presented by Councillor Vagnini:

WHEREAS Ella Road and Wabageshik Road, which are publicly maintained roads, have served as access points to water only access property owners of Ella Lake and Wabageshik Lake for over 100 years;

AND WHEREAS property owners and visitors of water access only properties on Ella Lake and Wabageshik Lake rely on being able to park and launch their boats from the boat launches on Ella Road and Wabageshik Road to access those properties;

AND WHEREAS Emergency response requirements, parking restrictions, road maintenance requirements and other recent changes have impeded access to property owners of water access only properties on Ella Lake and Wabageshik Lake from Ella Road and Wabageshik Road;

THEREFORE BE IT RESOLVED that the City of Greater Sudbury direct staff to explore all possible avenues and solutions to continue to provide long-term parking and boat launch access to Ella Lake and Wabageshik Lake water access only property owners and their visitors, and to bring a report to Council outlining any and all options by the end of the first quarter of 2019.

M-2. Request for Decentralization of Services
As presented by Councillor Vagnini:

WHEREAS the City of Greater Sudbury was formed on January 1st, 2001 as recommended by the Report to the Minister of Municipal Affairs and Housing on Local Government Reform for Sudbury (November 1999);

AND WHEREAS the City of Greater Sudbury represents the provincially imposed amalgamation of the towns and cities which comprised the former Regional Municipality of Sudbury (Sudbury, Capreol, Nickel Centre, Onaping Falls, Rayside-Balfour, Valley East and Walden), as well as several unincorporated townships;

AND WHEREAS amalgamation reduced the number of municipal politicians, centralized services, removed access to decision makers to Tom Davies Square, and significantly limited residents’ ability to directly influence events at the local level;

AND WHEREAS the promised benefits and predicted savings from amalgamation have failed to materialize and disaffection and frustration continue to exist among the City’s citizens;

AND WHEREAS citizens in the former towns and cities want to regain their ability to directly influence events and services at the local level and would like to see essential services decentralized;

THEREFORE BE IT RESOLVED that the City of Greater Sudbury direct that the Chief Administrative Officer and Mayor solicit the Province to provide options for the City of Greater Sudbury to decentralize services to provide autonomy to the towns and cities that existed prior to amalgamation.

M-3. Fire and Paramedic Services Optimization
As presented by Councillor Vagnini:

WHEREAS in 2015, City of Greater Sudbury staff were directed by recommendation CS2015-17, as ratified by resolution CC2015-291 to bring a report back to a Community Services Committee meeting in the spring of 2016 regarding the optimization of fire services, stations and man power/service levels, which was subsequently amended by Resolution CC-2016-55 to read:

“That the City of Greater Sudbury direct staff to bring a report back to a Council meeting in October 2016 regarding the optimization of Fire and Emergency Medical Services, stations and man power / service levels, in line with the Emergency Services Tactical Plan adopted by Council in 2014.”

AND WHEREAS the Fire and Paramedic Services Optimization – Final Report was presented to City Council at its meeting of April 26th, 2017 to achieve a One City, One Service approach to the delivery of fire and paramedic services in the City of Greater Sudbury which was unacceptable to Council and taxpayers and which was therefore not received by Council;

AND WHEREAS taxpayers cannot afford the cost figures identified in the Fire and Paramedic Services Optimization – Final Report;

AND WHEREAS stations across the City of Greater Sudbury continue to deteriorate and require maintenance and repairs now;

AND WHEREAS the 2014 CCI Engineering Group report identified a required investment of $20.4 million to address deficiencies related to the structures and their mechanical systems, as well as the fact that many of the stations are non-compliant with applicable health and safety regulations;

THEREFORE BE IT RESOLVED that the City of Greater Sudbury confirm that the Fire and Paramedic Services Optimization Plan identified in the Final Report dated April 12th, 2017 was not received or accepted by Council and that any work which may continue based on this report cease immediately;

AND BE IT FURTHER RESOLVED that the City of Greater Sudbury direct that City staff address the deficiencies identified in the 2014 CCI Engineering Group report and that a business case or business cases be prepared accordingly for consideration by Council during the 2019 budget deliberations.

M-4. Conclusion to Workplace Harassment Allegations
As presented by Councillor Vagnini:

WHEREAS allegations of workplace harassment were brought against two City of Greater Sudbury Councillors as well as two members of the public under the Ontario Ministry of Labour (MOL), Occupational Health and Safety Act;

AND WHEREAS confidentiality was breached as the names of the two City Councillors and two members of the public were publicly released;

AND WHEREAS the initial investigation of the workplace harassment allegations was found to not be in compliance by the MOL;

AND WHEREAS the MOL then ordered that an investigation be conducted in compliance with the MOL legislative requirements;

AND WHEREAS erroneous media and public statements have been made that charges were laid against the two City Councillors and the two members of the public, and that one City Councillor was convicted of those charges;

AND WHEREAS the two City Councillors and two members of the public deserve to have their good names and reputations cleared of these misconceptions;

THEREFORE BE IT RESOLVED that the City of Greater Sudbury direct that a public statement be issued by the City stating that investigations against the two City Councillors and two members of the public were unwarranted and that the parties who were investigated have been exonerated.

M-5. Request for Business Case for New Sidewalks
As presented by Councillor McIntosh:

WHEREAS the City of Greater Sudbury has over 3500 lane kilometers of roads and only approximately 440 kilometers of sidewalks within its boundaries;

AND WHEREAS the City of Greater Sudbury’s Official Plan at section 11.7 – Active Transportation: Pedestrian and Bicycle Network – Policies states that:

“Sidewalks facilitate active living and are an essential component of good neighbourhood design, providing a safe pedestrian environment and access to other transportation linkages such as transit stops and trails. Curbs and sidewalks in neighbourhoods also encourage walking and provide safety for children. It is policy of this plan to provide the following on new and reconstructed roads, when feasible: a.Sidewalks on both sides of urban Arterial Roads and Collector Roads adjacent to developed lands; b.Sidewalks on at least one side of Local Roads c.High quality pedestrian connections to transit; d.Pedestrian connections between neighbourhoods; and e. Pedestrian linkages to major attractions/generators.”

AND WHEREAS the capital budget for sidewalks and curbs has been steadily decreasing from $745,000 in 2014 to $400,000 in 2018;

AND WHEREAS in 2017 the City of Greater Sudbury adopted the Sidewalk Priority Index (SPI) and guidelines as recommended in the Transportation Master Plan adopted in 2016, and “the goal of the SPI is to look at the City’s road network as a whole to determine where pedestrians are travelling and where there are gaps in the pedestrian infrastructure to get them to their destinations safely”;

THEREFORE BE IT RESOLVED that the City of Greater Sudbury directs staff to prepare a business case for a permanent contribution to capital in the sum of $500,000 annually for the specific purpose of installing new sidewalks, provided they meet the SPI warrants, to be presented during the 2019 budget deliberations.
